Dry Lagoon is indeed dry but offers an amazing beach and a nice coastal trail.  There are picnic tables and plenty of places to stretch out or walk along the beach as the waves crash at your feet.
How to get there:
The exit for Dry Lagoon State Park will be on the west side of Highway 101 just south of Stone Lagoon and north of Big Lagoon; roughly 20 minutes north of Trinidad.  Check out the map for more details. 
More info:
Be on the lookout for Roosevelt Elk in the area.  While beautiful, they are wild and can kick your butt.  Be cautious.
Other things to do in the area:
Visit Big Lagoon, Stone Lagoon and Freshwater Lagoon while you're in the area.  Trinidad State Beach is to the south and Fern Canyon is to the north/west.
